URBACT Call for Activity Planning Networks

The first URBACT IV call for Activity Planning Networks has been opened. The main objective of the call is to improve the ability of cities to manage sustainable urban policy,

that is, to improve the capacity of integrated design of urban action plans in cities.Activity planning networks are expected to support an organized process of exchange and learning among partners, with the aim of improving local policies through concrete action planning.

By participating in the Action Planning Network, cities exchange concrete political challenges and exchange experiences, problems and possible solutions, generate new ideas for solving challenges related to integrated sustainable urban development.

The main beneficiaries of the Activity Planning Network will be cities from the 27 EU member states, Norway, Switzerland, as well as the IPA countries. The user type "city" refers to a public local body that represents:• Cities, municipalities, towns• Local agencies defined as public or semi-public organizations established by the city• levels of government such as city districts and municipalities• organized agglomerations.There is no population limit for cities that wish to participate in URBACT activities. In particular, city authorities are supported from the neighborhood to the functional urban area level, depending on the topic covered and the impact that can be achieved. This includes links between urban and rural areas and cross-border functional urban areas.

In the case of Activity Planning Network, other eligible users:• Provincial, regional and national authorities, as far as urban issues are concerned• Universities and research centers, as far as urban issues are concerned• Management bodies of cohesion policy and EU solidarity funds.To be eligible, non-city partners must be public bodies or equivalent public bodies.

Network action planning includes five objectives:

  1. a more competitive and smarter Europe by promoting an innovative and smart transformation economy and regional ICT connectivity
  2. a greener, transition towards a carbon-free economy and a resilient Europe
  3. a more connected Europe by increasing mobility
  4. a more social and inclusive Europe that implements the European pillar of social rights
  5. a Europe that is closer to citizens by encouraging sustainable and integrated development of all types of territory and local initiative.

To submit an application, a full-fledged partnership must be established, which must include at least 8 and at most 10 partners from eligible countries. 

Deadline for registration by invitation until 31.3.2023. at 15:00 CEST. 

The maximum total acceptable budget for the Activity Planning Network will be EUR 850,000.
