Call for proposals 2020 - Pilot project - Smart urban mobility involving autonomous vehicles (Connect / 2020/3205093)

Purpose of the call:

This is a pilot project that aims to help cities in the European Union experience the benefits of smart, autonomous mobility and its added value in the daily lives of citizens. Following this project and using a scalable model to be provided by cities across Europe, they could consider adapting their policies and / or adopting smart urban mobility policies, thus increasing the importance of using integrated urban alternative models with mobility as green facilities and fleets. vehicles adapted to the urban environment.

The goal is twofold, and that is to develop a strong urban mentality focused on the use of alternative transport solutions and increase the importance of green mobility in the European urban environment.

The solution should link disadvantaged urban areas with public transport, link transport services in rural areas to replace uneconomical public transport lines and develop transport services related to schools with special needs.

As a result, cities should be able to adapt and adopt smart urban mobility policies, increasing the importance of using integrated urban alternative models with mobility as a service, facilities and fleet of efficiently used green vehicles adapted to the urban environment.

Eligible activities:

  • Management activities (should amount to a maximum of 10% of direct eligible costs).
  • Operational activities related to the delivery of the action, among others: procurement of small shuttle electric buses without drivers with a capacity of 11-15 people (in accordance with the health rules of COVID-19); production of information material for handling shuttles
  • Awareness raising and dissemination actions, ie. Educational campaigns, social media campaigns, conferences, seminars, training activities, preparation of reports, documents, communication material, etc.
  • Costs of organizing public events (press conferences) and practical presentations to be held in cooperation with the European Parliament, the Committee of the Regions and the Commission Representations in each pilot city or Member State.
  • Other collaborative activities such as: studies, analyzes, reports, development of cartographic projects, research activities, actions aimed at creating and improving networks, exchange of good practices between different participants.

Area of ​​implementation:

Legal entities must have a registered office in one of the countries participating in the Program:

- territory of the European Union (EU)

Implementation time:

The proposed start date of implementation is from 1 April 2021.

The proposed maximum duration of the project is 12 months.

Eligible applicants:

The project is submitted to the Consortium (Entity Group)

The consortium may include:

  • mobile network operators;
  • road operators;
  • traffic authorities;
  • service providers;
  • equipment manufacturers;
  • traffic associations.

To be eligible, the proposal must be submitted by a consortium of legal entities from at least 5 different EU Member States where the project will be deployed.

A minimum of 10 cities proposed for pilots should belong to the above Member States.

European Community funding:

The total budget earmarked for co-financing the project under this call is estimated at EUR 1,000,000 (EUR 1 million).

EU co-financing is limited to a maximum co-financing rate of 80% of the total eligible costs. Applicants may propose a lower co-financing rate.

The Commission expects funding for 1 project proposal.

Deadline for submission of proposals: September 15, 2020.
