In response to the impacts and challenges posed by COVID-19, the European Commission, the European Parliament and the Council agreed on the Recovery and Resilience Instrument (RRF).

The Recovery and Resilience Instrument (RRF) will offer support to investments and reforms undertaken by Member States to make their economies and societies more sustainable, resilient and better prepared to meet the challenges and opportunities posed by green and digital transitions.

In order to access funding, Member States will need to draw up and submit national recovery plans by April 2021.

Local and regional authorities are playing a vital role in addressing the short-term social and economic effects of the COVID-19 crisis.
