The Value of the Union Call is a novelty and also the biggest call of the CERV program. EUR 51 million is available to support civil society organizations at the local level through a new funding scheme (cascading grants).
Civil society organizations play an important role in promoting a culture of values based on the rule of law, democracy and fundamental rights, and are also key partners of Member States in supporting their efforts to promote and protect fundamental rights, democracy and the rule of law. Civil society organizations must be able to work in a supportive environment in order to carry out their mission effectively.
The call for proposals to promote and protect the values of the Union will support civil society organizations at the local level to continue their key work for the benefit of our Union of Values.
The purpose of this call for proposals is to select and support a limited number of independent intermediaries in most Member States, who will:
build the capacity of a large number of civil society organizations (CSOs) active at the local, regional and / or national level
provide them with financial support (cascading support).
The priorities of this call are:
raising awareness of rights and values through support for civil society organizations
strengthen the protection and promotion of the values of the Union, including respect for the rule of law
contribute to democratic values, including support for dialogue, transparency and good governance, including cases of reduced space for civil society.
Applications must provide financial support to civil society organizations working at local, regional and national level, promoting and protecting EU fundamental rights and values, and carrying out activities in the areas covered by the program. Proposals should be based on a thorough assessment of the CSO landscape (in the country (ies) covered), the challenges they face and their needs.
