To support Member States welcoming and accommodating refugees fleeing the war in Ukraine, the Commission has proposed a € 3.4 billion increase in total pre-financing from Recovery Assistance for Cohesion and European Areas (REACT-EU).
Once adopted by the co-legislators, this emergency liquidity injection, combined with the flexibility introduced by the Cohesion Action for Refugees in Europe (CARE), will speed up Member States' access to funding for infrastructure, housing, equipment and services in employment, education, social inclusion , health care and child care.
For all Member States, the Commission proposes to increase pre-financing from 11% to 15% of the REACT-EU tranche for 2021. Furthermore, for the most exposed Member States (Hungary, Poland, Romania and Slovakia) and the Member States receiving the largest number of arrivals from Ukraine population (above 1% between 24 February 2022 and 23 March 2022 - Austria, Bulgaria, the Czech Republic and Estonia) the Commission proposes to increase this percentage to 45%. This total increase in pre-financing is equal to € 3.4 billion to be paid to Member States once the co-legislators approve the proposal.
As the number of people fleeing the war increases from hour to hour, and Member States are currently in the process of registering people, the situation is very dynamic. In order to paint a picture of the situation under pressure from Member States due to the high volume of arrivals, the Commission calculated the share of arrivals in relation to the population based on information from Member States through the Drafting Network, international organizations and other reliable open sources.
The proposed amendments to the Regulation on common provisions and the Regulation on the European Aid Fund for the Most Deprived (FEAD) require adoption by the European Parliament and the Council.
